Project Description:
LARCAN was engaged by Dubbo Regional Council to deliver a detailed feasibility study and business case for the redevelopment of the Dubbo Aquatic Leisure Centre (DALC). The project aimed to assess the viability of infrastructure upgrades and support future investment decisions. It involved reviewing the existing 2017 Master Plan, conducting demand and service analysis, exploring multiple redevelopment options, and preparing detailed financial and operational models to support Council’s planning objectives.
Description of Services:
- Reviewed the 2017 Master Plan and assessed its relevance against current community needs and recreation trends.
- Undertook demand and demographic analysis including current and future population projections, health and wellbeing indicators, and participation data.
- Conducted a facility audit, including operational performance, programming, usage patterns, and revenue and expenditure analysis.
- Explored multiple redevelopment options, from essential repairs through to full-scale integration of aquatic and fitness facilities.
- Delivered detailed financial modelling, including capital costs, operational costs, lifecycle forecasts, and income projections for each option.
- Prepared a supplementary report assessing the feasibility and cost implications of enclosing the existing 50-metre outdoor pool to enable year-round operation.
- Provided strategic recommendations to inform Council decision-making, including facility staging, prioritisation of upgrades, and alignment with Dubbo Region 2040 community planning objectives.
