Contract Description:
LARCAN were engaged to support the re-development of the Denise Roma Spencer Pool. The engagement includes providing operational advice on the design of the centre, providing advice on OPEX and lifecycle costs, and supporting Council with funding and management options for the facility.
Description of Services:
Review existing design to ensure that operational considerations are thoroughly addressed, leading to improved efficiencies, safety, user experience, cost savings, revenue generation, and community satisfaction.
Create a bottom-up centre establishment budget and operation budget for the centre that includes the respective and correctly allocated income and costs. The budget delivered is for a 5-year period demonstrating start up and establishment costs up to when the centre would reach maturity.
Outline of start-up costs for each model, derived from in-depth knowledge of operating under each model to ensure Council is informed of start-up costs in each model.
An independent report and budgets outlining the financial capacity of the newly developed facility.
