Project Description:
LARCAN was engaged by Wingecarribee Shire Council to provide comprehensive Contract Management Support for its aquatic facilities, including Moss Vale War Memorial Aquatic Centre, Bowral Swimming Centre and Bundanoon Swimming Pool. The project involved a detailed review of existing management arrangements, financial performance and contract structures to inform future procurement and ensure best value outcomes for Council and the community. The engagement combined strategic analysis, financial modelling and stakeholder engagement to deliver clear, evidence-based recommendations for future management and tendering.
Description of Services:
- Review of existing contracts, tender documentation and Council strategies to identify gaps, risks and opportunities for improvement.
- Financial analysis and benchmarking of current operations, including modelling of in-house, outsourced and hybrid management scenarios.
- Internal stakeholder engagement across key Council departments to define objectives, priorities and risk considerations for future contracts.
- Assessment of management models, including operational, financial and governance implications for each option.
- Development of a preferred management approach, including contract structure, financial arrangements and performance frameworks.
- Preparation of Contract of Management and Tender documentation aligned with Council procurement requirements.
- Development of tender evaluation criteria, weighting frameworks and decision-making tools to support Council’s procurement process.
- Strategic advice on governance, asset management, sustainability and community access requirements to inform long-term contract outcomes.
