LARCAN supported the project management of transition of management from private provider to Council in house managed.
Description of Services:
- Developed a detailed project plan, chaired project meetings, and ensured tasks were clearly outlined and delivered within strict timeframes based on contract commencement dates. Maintained consistent communication with all internal stakeholders.
- Delivered community and stakeholder engagement activities, using IAP2-aligned methodologies to gather meaningful input. These efforts helped build a clear understanding of current and future community needs and preferences for the aquatic facility.
- Drafted and distributed key communications, including member notifications relating to changes in management, billing processes (where applicable), and operational amendments associated with the management transition.
- Provided on-the-ground support during the operational phase, including in-centre tasks and stakeholder engagement as the facility became active.
- Supported the development of centre operating budgets in collaboration with Council finance teams. This included detailed projections for operational and capital expenses, as well as revenue estimates across key program areas.
- Offered ongoing advice on IT systems required to manage and operate major leisure facilities, including CMS platforms, asset management tools, maintenance systems, customer experience solutions, and member portals.
- Provided guidance on effective staff structures to support successful centre operations, including the transition of existing employees.
- Reviewed and advised on the development of centre operating manuals, policies, and procedures, including Emergency Management Plans and site-specific Risk Assessments.
