LARCAN was engaged by Oberon Council to deliver a comprehensive feasibility study for the future of the Oberon Fitness and Leisure Centre (OFLC), focusing on the ageing aquatic infrastructure and its future use. The study included a full demographic and market analysis, condition assessment, operational review, and strategic evaluation of future development options. The project also explored various redevelopment scenarios and provided financial modelling to support Council’s decision-making.
Description of Services:
- Undertake a condition audit of existing aquatic facilities in partnership with MLEI Consulting Engineers, identifying key compliance issues and assets nearing end-of-life to inform short- and long-term planning.
- Analyse current operational performance, including financial data, programming, staffing, and seasonal patterns under both in-house and outsourced management models.
- Assess Oberon’s current and future community needs through demographic analysis, health indicators, participation trends, and regional recreation facility mapping.
- Explore and develop a suite of future development options for the site, including:
- Option 1: Essential and compliance-focused repairs;
- Option 2: Moderate and major facility upgrades (6–12 month operations);
- Option 3: Full precinct redevelopment integrating aquatic and fitness services.
- Provide indicative capital and operational cost modelling for each development option, supported by projected income, expenditure, and potential community outcomes.
- Offer strategic recommendations on facility design, management model selection, and operational considerations, including next steps for community engagement and alignment with Council’s long-term planning documents.
