Project Description:

LARCAN was engaged by Inner West Council to prepare the Recreation and Indoor Sports Centre Upgrade and Management Plan, focused on the future of the Debbie and Abbey Borgia Recreation Centre and the Robyn Webster Sports Centre. The project involved a comprehensive review of indoor recreation demand, existing facility performance, management models and future infrastructure opportunities to support long-term planning for indoor sport and community recreation across the Inner West. The engagement combined strategic analysis, demographic and market assessment, operational review and financial analysis to deliver evidence-based recommendations for future facility investment, management and activation.

Description of Services:

  • Review of Council strategies, recreation studies, participation trends and site-specific planning documents to identify current and future recreation needs, infrastructure gaps and strategic opportunities.
  • Demographic, market and participation analysis to assess current and projected demand for indoor courts, community recreation and health and fitness services across the Inner West catchment.
  • Benchmarking and assessment of comparable metropolitan indoor recreation facilities, including management structures, programming models and redevelopment approaches.
  • Detailed operational and financial review of the Debbie and Abbey Borgia Recreation Centre and Robyn Webster Sports Centre, including utilisation patterns, programming, revenue performance and operational efficiency.
  • Assessment of existing management arrangements, including outsourced, in-house and hybrid operating models, with analysis of governance, financial and community service implications.
  • Identification of current and future unmet demand for indoor sports, including basketball, netball, volleyball, pickleball and flexible social recreation formats.
  • Development of future redevelopment and optimisation opportunities for both facilities, including investigation of multi-court indoor stadium configurations, supporting amenities and integrated recreation services.
  • Preparation of high-level operational and financial modelling to assess future management scenarios, revenue opportunities and long-term sustainability outcomes.
  • Strategic recommendations for transitioning both facilities into an integrated Council-managed recreation network to improve programming, community activation and operational performance.
  • Preparation of a comprehensive Recreation and Indoor Sports Centre Upgrade and Management Plan, including implementation pathways, staging considerations and long-term strategic recommendations for Council’s indoor recreation portfolio.
